The State Duma Transport Committee is preparing a new law restricting the use of road cameras. In it, for the first time at the legislative level, a list of cases will be compiled in which it will be possible to install a camera and impose fines with it. It is pointed out that the devices can be installed in places determined by the results of the traffic safety audit, as well as on dangerous sections of roads. Cameras can be installed at intersections, in places where road works are carried out, in areas where parking is forbidden and at pedestrian crossings, regardless of the accident rate.
It will also be allowed to install mobile cameras for a strictly defined time and place. This means that it may not be further used after the completion of road works or after the source of the accident has been eliminated, and it may not be moved during work.
According to the ministry’s plans, the regulation will enter into force on March 1, 2023. After this date, all cameras will be checked for compliance with the new rules, and those that fail to do so will be turned off.
