He reminded that over 66 billion rubles were allocated from the federal budget for 2022, and that for 2023 just over 25 billion rubles. These funds are to be allocated to the renovation of 2,065 school buildings over 2 years, including 1,653 schools this year.
In order to increase the efficiency of expenditure on school renovation and to compensate for the increase in the cost of materials, the Secretary of the General Council proposed to optimize costs and simplify a number of procedures. If possible, decline bids to identify contractors.
“The budget and project cost estimates were prepared based on the current price level. This means that one way or another cost optimization is necessary. The resource for such optimization is, above all, the minimization of bureaucratic procedures, ”he said, recalling that the anti-sanction package had already decided that it would be possible to correct the structure. and estimate documentation in connection with the replacement of building materials from hostile countries.
He also called from the very beginning to involve in the renovation process all responsible services and authorities, which then accept the facilities — the Ministry of Emergency Situations, the Ministry of Health, food establishments, Rostekhnadzor, Rospotrebnadzor, so that after opening the facilities, there would be no questions about meeting the requirements of these departments.
Andriy Turchak also suggested that the government find additional funding to organize school meals as the prices of individual groceries rose by 30%.
“Suppliers had a stock of products purchased before the price increase for one to two weeks. And now they are turning to municipalities with proposals to break contracts. This most important presidential program must not be disrupted. And basically a situation in which the authorities will face a dilemma — reduce portions or save on quality — he reminded.
The proposals of the Secretary of the General Council of United Russia were supported by the Minister of Education, Sergei Kravtsov. Separately, he noted that the party controls each facility of the school’s renovation program, which helps to identify gaps in the field in a timely manner, delay deadlines and submit additional requests for participation.
“We must do everything we can to create a comfortable and safe modern educational environment that will inspire and motivate children to learn and develop their talents. The Ministry has fully completed the first call for applications for participation in the program in 2022-2023. As a result, more than 2,065 facilities in 80 regions will be repaired. In the Chechen Republic, 80 schools with 33,139 children participate in the renovation program. As the Deputy Minister of Education and Science of the Chechen Republic, Ilyas Taaev, the regional coordinator of the project of the New School party informed, the competition procedures aimed at selecting general contractors for work in 42 schools in 2022 have now been completed, and 42 contracts have been concluded, respectively.
