«Provide that the state authorities of the constituent entities of the Russian Federation, with the exception of the federal city of Moscow, will, no later than October 1, 2023, make a decision with regard to all or individual municipalities located in the territory of the entering Russian Federation on the transition to the method of payment for utilities for heating during the heating season, ”says the bill published on the legal information portal.
At the same time, in Moscow they can establish «functions for determining the method and procedure for paying for utility services for heating.»
The transition to the new system throughout Russia, according to the draft law, must take place no later than January 1, 2024, the corresponding decision was made by local authorities no later than 3 months before the application of the new regulations.
The regulations will enter into force from the next heating season — either in the next calendar year or, if the local authorities decide before the cold weather, in the current one. If the heating is already on, the season will end with the pattern that is currently selected for that house or region.
For the calculation of utility bills, data on the area of premises will be taken from the Unified State Register of Real Estate (EGRN) and title documents, while in the event of discrepancies, information from the EGRN is given priority, reports Interfax.
