A block of initiatives providing additional support in the field of education, on the preservation of historical memory, personal data protection and social support for orphans, were endorsed by members of United Russia’s expert council on legislative action at its regular meeting on 5 April.
First of all, the initiative to create additional conditions for teaching children in multi-day groups was accepted. Their works will be built according to uniform standards for the whole country. Currently, only one in five schools has a GPA, and the order of supervision and care for children is not specified in them. The initiative, approved by the United Russia Council of Experts, will help organize the educational process and additional extracurricular activities, as well as reduce the cost of maintaining a child in such groups.
Support was given to a bill that removes the excessive bureaucratic burden on teachers. Introduces a direct ban on imposing on teachers work related to the preparation of documents outside the list approved by the Ministry of National Education. Teachers will be able to use an electronic digital signature rather than duplicate paper reports.
United Russia also proposed the creation of training and production workshops in colleges for the practical training of students in basic and additional programs.
“When a production workshop is established in a craft school or agricultural technical college, it is a chance for students of these educational organizations to gain excellent apprenticeships. As they say, an hour of practice is better than a month of theory. This legislative decision will contribute to the employment of young people, the demand for young professionals in the labor market and will become financial support for the educational organizations themselves. In the future, such «production workshops» will become the basis for the development of small and medium-sized enterprises in the country, the development of this sector of the economy, said Ilyas Taaev, regional coordinator of the New School party project, Deputy Minister of Education and Science of the Chechen Republic.
In addition, there will be restrictions on sharing data from the USRN. As explained by Adlan Dinaev, head of the regional executive committee of the Chechen branch of United Russia, they can only be obtained at the request of a notary acting on the basis of a written request of the person concerned in order to protect his rights and legitimate interests.
«The adoption of this law will seriously increase the level of protection of Russians’ personal data, strengthen the protection of the constitutional right to privacy and reduce the possibility of various abuses, crimes and offenses. Of course, the initiative will not entail additional expenses from the federal and other budgets, ”said Adlan Dinaev.
United Russia has also developed additional measures to protect historical memory. They concern the preservation of the remains of soldiers and memorials related to the Great Patriotic War, discovered during construction or road works. The first initiative will extend the period for transporting the remains of soldiers from the area where they were found by three months.
The second introduces the obligation to inform the authorities about such finds in order to carry out an inspection and a possible decision to hand over the construction site, if necessary. It also provides for administrative liability for violations of such requirements — for legal entities initially from 20 to 40 thousand rubles, for repeated violations — from 40 to 100 thousand rubles or administrative suspension of activities for up to 90 days. The initiative is supported by Rosreestr, the Ministry of Justice and the Ministry of Defense.
Members of the «Council of Experts» adopted another important social bill — on simplifying the registration of orphans. This will give them the opportunity to receive the required social assistance funds and exclude the penalty for living without registration until they get their own apartment.
“The lack of premises puts orphans in a legal vacuum: as unregistered, they can be brought to administrative responsibility for living in the estate without registration, and they also have difficulties in obtaining full social support, which is provided territorially. For example, unemployment is also becoming impossible — said Adnan Nagaev, deputy of the parliament of the Chechen Republic, chairman of the parliamentary committee on social policy, health and sport, member of the Regional Political Council of the Chechen branch of United Russia. .
He added that in the legislation of the Russian Federation there is such a practice that citizens can register in a given municipality at the address of the administration. Now it is applied to small nomadic peoples who do not have permanent stationary accommodation. If the concept is adopted, the measure could also extend to citizens who have lost their homes as a result of man-made accidents, fires or floods when their place of residence has been completely lost.
