Citizens who opened accounts or foreign currency deposits before March 9, 2022 and have not yet chosen a fixed limit for receiving cash from their accounts, from April 11, 2022, will be able to receive not only dollars, but also euros in cash.
The total withdrawal limit — US $ 10,000 or Euro equivalent — remains and applies until September 9. Citizens will still be able to receive funds over the limit from foreign currency accounts in rubles during a provisional order.
Conversion, if necessary, is carried out at the bank’s rate, but the issued amount cannot be less than the amount calculated at the official rate of the Bank of Russia on the date of issue.
In addition, from April 18, 2022, the Bank of Russia resumes the possibility for banks to sell cash to citizens, but only cash that banks received from April 9, 2022.
In addition, the Bank of Russia is relaxing the rules for buying and selling foreign currencies through brokers and banks. From April 11, 2022, the commission for the purchase of currency by brokers, which was previously set at 12%, is canceled.
In addition, from April 11, 2022, the Bank of Russia abolishes the requirement for banks to limit the difference in the buying and selling rate of foreign currency, with the exception of importing legal entities. The regulator recommends that banks set for importers who buy foreign currencies to pay for import contracts an exchange rate spread not more than 2 rubles from the exchange rate.
