The Russian government approved the details of the planning and implementation in 2023 of orders for the state needs of the DPR, LPR, Zaporizhzhia Oblast, Kherson Oblast and municipal needs of municipalities located on their territory. This was reported by the Ministry of Finance of the Russian Federation.
“The actions taken will make it possible to adapt the new subjects of the Russian Federation to the rules for awarding contracts under 44-FZ from 2024. To this end, we offer a number of facilitations for customers and suppliers,” said Deputy Finance Minister Alexei Lavrov.
Thus, the document introduced the possibility of quick purchases from one supplier in accordance with customer decisions, also in the «paper» form. In order to maintain confidentiality, information about such purchases will be posted in the closed part of the Uniform Purchasing Information System (UIS).
In addition, customers will be able not to set qualification requirements for suppliers due to the lack of necessary experience in participating in procurement under 44-FZ, as well as the requirements for special education of customer employees.
In addition, customers may not reach the purchase limit from small businesses, given that in the new subjects of the Russian Federation, the process of their re-registration continues in accordance with the rules established by the legislation of the Russian Federation.
