As of March 31, 2022, consumer receivables in the Chechen Republic amounted to approximately 5.8 billion rubles, the press service of the energy company reported.
The highest level of debt — almost 2.9 billion rubles — comes from housing and communal services, management companies and homeowners’ associations. The debt in the «population» category reached 1.7 billion rubles.
In order to limit the increase in receivables from May 4 this year, after the end of the Eid al-Fitr holiday, persistent non-payments from private energy will limit electricity supplies. According to the instructions of the head of the Chechen Republic, Ramzan Kadyrov, this measure was not applied to the population during the heating season and the holy month of Ramadan.
Let us remind you that the limitation of electricity supply does not release from the obligation to repay the debt to which the penalty is calculated. An additional cost item is the network organization service for resource renewal.
The Operational Command for Power Engineering Development, before applying extreme measures to chronic debtors, conducts field manhunts and reaches the population in person and through the media. Power engineers tell residents about the negative consequences of poor payment discipline. This includes the lack of funds for the maintenance and repair of the power grid complex, which means a decrease in the reliability and quality of the republic’s power supply.
“When debtors do not respond to repeated demands for debt repayment, we start court work. It is connected with the compulsory collection of debts and the limitation of electricity supply. But first, specialists from all 16 branches of the company conduct information and explanatory work with non-payers. And once again, I would like to remind you that consumers have the right to subsidize or to phase out their debts in the event of a financial impossibility. To conclude a restructuring agreement, it is necessary to submit an application to the district or municipal energy networks, said Said-Ali Kaisarov, deputy managing director — director of the Energosbyt branch.
Note that household electricity consumers must pay for the resource consumed in the current month by the 10th day of the following month (inclusive). Subscribers can find out about the impending debt relief on the company’s official website in the section «Register of consumer debtors for reduction».
