Russia proposed to create a voluntary market for coal units common to the countries of the Eurasian Economic Union. Such a statement was made by the Minister of Economic Development of the Russian Federation, Maksym Reshetnikov, at the EAEU seminar on the climate agenda.
“We propose to set practical tasks in the field of creating a voluntary market for coal units. To do this, we need to solve some problems: we need to agree on common standards, and this carbon regulation should be introduced voluntarily at the union level for now. Secondly, we need to agree on who will verify and therefore create an accreditation system for those who will verify and validate the projects. And therefore agree on mutual recognition,” he said.
The minister pointed out that the synchronization of approaches to the climate agenda and the creation of a system of cross-border trade in coal units may become an incentive to achieve national greenhouse gas emission reduction targets. It will also strengthen the position of the EAEU countries on specialized negotiation platforms, including the Conference of the Parties to the UN Framework Convention on Climate Change (COP).
Maksym Reshetnikov also suggested that the EAEU countries should consider preparing a document consolidating the main areas of economic cooperation under the climate agenda.
