02/09/2023. An ordinary plenary session chaired by Magomed Daudov was held in the Parliament of the Chechen Republic.
The deputies considered priority bills and made key decisions on many topical issues. Thus, the parliamentarians unanimously adopted the constitutional law of the Chechen Republic «On Amendments to the Constitution of the Chechen Republic».
It was developed to supplement the Basic Law of the Republic with provisions according to which the Head of the Chechen Republic is the guarantor of the Constitution of the Chechen Republic, human and civil rights and freedoms, and is authorized to take measures to ensure the rule of law, security and territorial integrity of the Chechen Republic, maintain peace and civil harmony in the Chechen Republic in accordance with applicable law. The law also defines the position of the head of the Chechen Republic in Chechen — «Mehk-Da». The purpose of this change is to standardize the use of the title of Head of the Region in Chechen, which is the state language of the Chechen Republic.
In addition, the deputies approved an additional agreement to the agreements on supplying the republic’s budget from the federal budget with budget loans to partially cover the budget deficit of the Chechen Republic, as well as draft drafts of the legislative work plan and the Seimas action plan for 2023.
The exemplary legislative agenda includes more than fifty bills on state-building and constitutional civil rights, economic and social policy, budget, tax and financial legislation, and parliamentary legislative initiatives.
Summarizing the meeting, Magomed Daudov noted that this year the deputies will continue their activities in the field of legislative support for the initiatives of the head of the Chechen Republic, Hero of Russia Ramzan Kadyrov, as well as on the creation of a high-quality regional framework for improving the quality and standard of living of citizens, development of the economy and the sphere of social.
